The Arbiter Corps are a marshal-like service that works without having the follow the laws of The Sanctuary. The group's first appearance is in Resurrection, and they have been featured in every book since. They are free to do whatever and go wherever their jurisdiction is absolute. Known Arbiters are Skulduggery Pleasant and Valkyrie Cain.

The Arbiters are funded by the Sanctuaries and are largely disillusioned former agents, such as Skulduggery Pleasant, who choose to operate outside of the jurisdiction of the Sanctuaries. Most Arbiters operate around cradles of magic.

In Midnight, Supreme mage China Sorrows struck a deal with Arch-Canon Damocles Creed that the Arbiters will be allowed everywhere other than places that have been deemed as 'Sacred Grounds' (such as the Dark Cathedral) in order to get funds so China could finally get the first bank of Roarhaven up and running.
