In Death Bringer, it is said that Tipstaff follows unnecessary protocol by asking if the council would agree to see Skulduggery Pleasant and Valkyrie Cain even though Erskine Ravel and Ghastly Bespoke questioned the need for this as the two of them were their friends. Tipstaff simply replied that protocol must be followed and rules guard them from chaos.
Elder Ghastly Bespoke was addressed by his name by Skulduggery when he, Valkyrie and the elder council were debating how they would react to the fact that Bison Dragonclaw kept on killing the people they wanted to talk to. He said this to Ghastly, "To be honest Ghastly, I haven't got a bull's notion." Tipstaff replied, "Elder Bespoke should be addressed by his title."
He appears briefly. He tells Skulduggery and Valkyrie about Greta. Not only that, he is shown that he follows the rules strictly and expects others to do the same. It is shown when Erskine Ravel and Ghastly Bespoke were searching for the accelerator which Skulduggery Pleasant told them was hidden in the Roarhaven sanctuary. Ravel mentioned that Tipstaff would "approve of the idea of sending Cleavers to search for the accelerator while they return to the chamber and drink coffee."
He greets Skulduggery and Stephanie at the beginning of the book when they enter the sanctuary. He later notifies them that Finbar Wrong is waiting for them. Finnbar thought his name was Kevin.
